(HBO) - Hoa Binh province’s Steering Committee for COVID-19 Prevention and Control on October 19 organised an online conference with the steering committees of districts and Hoa Binh city to continue the fight against the pandemic in the coming time.
The conference was chaired by Vice Secretary of the provincial Party Committee and Chairman of the provincial People's Committee Bui Van Khanh. It was also attended by Vice Chairman of the provincial People's Committee Nguyen Van Toan.

Recently, new COVID-19 outbreaks have been detected in several localities bordering Hoa Binh province, especially 128 cases recorded in Phu Tho in recent days. Hoa Binh has to date recorded 47 infections and is treating three patients, and quarantining four people. The province has so far received 13,359 people returning from very high-risk and high-risk areas, including 542 from Ho Chi Minh City and southern provinces.
 
The province has received over 427,000 doses of vaccines against COVID-19. To date, 432,470 shots have been administered, of them 349,844 people have received one jab, and 55,827 have been inoculated fully. The COVID-19 pandemic has continued developing complicatedly and unpredictably. Production and business activities and circulation of goods have been affected significantly. However, some people do not strictly follow pandemic prevention and control regulations and, and human resources directly involved in pandemic prevention and control in some places are not sufficient, and resources to support the fight are limited.
 
At the conference, participants discussed and contributed ideas to the pandemic prevention and control in the coming time.
 
Concluding the event, Vice Secretary of the provincial Party Committee and Chairman of the provincial People's Committee Bui Van Khanh stressed that although Hoa Binh is considered a safe (green) zone, the risk of pandemic outbreaks remains huge, given complicated developments of the pandemic in other localities.
 
Khanh suggested departments, agencies, districts, and Hoa Binh city base on their functions and tasks to develop plans in accordance with the Government’s Resolution No. 128/NQ-CP, dated October 11, 2021, promulgating provisional regulations on safely and flexibly adapting to and effectively controlling the pandemic.
 
The health sector was asked to coordinate with relevant departments and branches, and the People's Committees of districts and Hoa Binh city to organise mass testing in high-risk areas.
 
He also requested leaders of districts and Hoa Binh city to strengthen and regularly direct the control of people through health declaration checkpoints, and community COVID-19 teams; accelerate vaccinations against COVID-19 by mobilising the participation of police and military units; and quickly provide support for affected locals under the Government’s Resolution No. 68/NQ-CP./.

Son said the resurgence of the COVID-19 pandemic and its complex developments have greatly affected enterprises nationwide, including those in Hoa Binh. It could be said that the province has succeeded in bringing the outbreak under control. Authorities at all levels and sectors have also carried out different solutions to assist and tackle problems facing businesses and investors.
 
Apart from learning about its members’ aspirations and encouraging them to overcome difficulties, the business association has also listened to their opinions so as to report to relevant agencies and provincial leaders.
 
The association has effectively coordinated with the provincial inspectorate while working with authorities to organise the "Entrepreneurs’ Cafe” programme, where enterprises meet provincial leaders, departments, and sectors to seek solutions to their problems. As a result, obstacles to businesses and investors have been tackled and the local business climate has been improved.
 
He held that the typical feature of Vietnamese entrepreneurs and businesses, including those in Hoa Binh, is their national pride, patriotism, and social responsibility. It is evidenced by their donations in cash and in kind worth tens of billions of VND, along with their charity programmes helping with the COVID-19 combat.
 
Son said the business association consists of 16 chapters operating in all 10 district-level localities in Hoa Binh. To help its members recover, maintain, and expand operations, it will continue working to have a good grasp of their production and business situation, including advantages and difficulties, to report to authorities and submit proposals so as to help create a favourable environment for the development of enterprises.
 
The association will also increase dialogues between State agencies and companies to facilitate businesses’ recovery and expansion, thereby actively contributing to the local economic development and the realisation of the resolution adopted at the 17th provincial Party Congress for the 2020 - 2025 tenure, he added./.
(HBO) – A delegation of the Party Central Committee’s Economic Commission, led by Vice Chairman Nguyen Duy Hung, had a working session with leaders of Hoa Binh province on October 29 to look into the implementation of Resolution No. 26-NQ/TW on agriculture, farmers, and rural areas, issued by the 10th-tenure Party Central Committee.

Hoa Binh province issued a resolution and an action plan for the resolution's implementation and has obtained significant results.
 
The agro-forestry-fishery sector has grown by 4.02 percent on average and by 3.98 percent during 2016 - 2020, almost doubling the national average, which has made Hoa Binh one of the best performers in this regard in the northern mountainous region.
 
Among outstanding results of new-style countryside building efforts, 55 of the 129 communes and three of the 10 district-level localities in the province have been recognised as new-style rural areas. Meanwhile, 12 communes have met advanced new-style countryside criteria, and 46 residential areas been named role models. The average annual per capita income in rural areas has increased by about 2.5 million VND to 34.5 million VND (1,500 USD) in 2020, rising nine-fold from 2008. The household poverty rate in rural areas is expected to drop to 6.6 percent this year.
 
However, local officials said, there remain numerous difficulties in production connection, science - technology application, brand building, and product advertising. The production scale is still small, local income low, and the household poverty rate high despite a decrease.
 
Hoa Binh proposed central agencies issue special mechanisms for disadvantaged areas so as to concurrently guarantee security - defence, boost socio-economic development, and promote livelihoods for local residents. It also called for incentives and support for investment in agricultural and rural development, facilitation of collectives and individuals’ access to concessional loans to fund farm produce processing and preservation so as to improve product quality and value, and more resources for developing infrastructure and improving livelihoods in ethnic minority-inhabited areas.

Speaking at the event, Bui Duc Hinh, Standing Vice Secretary of the provincial Party Committee and Chairman of the provincial People’s Council, provided more information about the achievements, difficulties, and advantages in the resolution implementation in Hoa Binh.
 
He expressed his hope that the Economic Commission will assist the province in effectively carrying out agricultural and rural development orientations for the time ahead.
 
Vice Chairman of the commission Nguyen Duy Hung recognised the province’s attainments in realising Resolution No. 26-NQ/TW, noting that the delegation’s working visit aimed to record achievements, causes of shortcomings, and experience in the resolution implementation so as to help the Party Central Committee issue a new resolution for promoting rural development in the time to come.
 
Earlier, the delegation had made a fact-finding tour of orange farming in Bac Phong commune and had a working session on new-style countryside building with Tay Phong commune of Cao Phong district./.

The province is now home to 70 products certified by the One Commune, One Product (OCOP) programme. It also has over 3,500ha of fruits and more than 560ha of vegetables, nearly 2,000 fishing cages and 22 breeding facilities certified as meeting standards, which is an advantage in selling local farm produce to Hanoi. Several concentrated vegetable cultivation areas have been formed with about 20 cooperatives and enterprises awarded food safety certificates, which supply about 6,900 tonnes of produce each year to the market.
 
At the meeting, the FPT group proposed a project with the aim of turning Hoa Binh into a so-called "kitchen” of Hanoi, which would be implemented by its subsidiary Sen Do joint Stock Company. The project has a total investment of 500 billion VND, comprising six items and two stages. Most of the capital would be used for marketing, branding and developing 1,000 safe vegetable selling points in Hanoi. In the first stage, to be implemented from the fourth quarter of this year to the first quarter of next year, safe vegetable cultivation will be piloted in Luong Son and nearby areas with an estimated output of 2-5 tonnes each day to supply for stores in Hanoi and a farm produce procurement and processing centre will be built in Luong Son. In the second stage, the supply scale will be expanded gradually to 100 tonnes per day.
 
FPT Group asked the province to assist in building brands for farm produce and planning cultivation areas in order to ensure large-scale supply of produce with good quality. In the immediate future, it hoped for support in land to build working office, transportation and mechanisms for project implementation.
 
Vice Chairman Su vowed all possible support for the investor and asked the group to soon complete the detailed project and work with departments and agencies to conduct surveys for the building of the farm produce procurement and processing centre in Luong Son.
 
He also instructed the provincial Department of Agriculture and Rural Development to work with FPT Group to implement the project, firstly forming joint-ventures with several cooperatives specialising in safe vegetable cultivation to make use of available resources. Departments and agencies were required to partner with people’s committees of cities, districts and FPT Group to build quality production areas, expand production scale, toward increasing the supply of fruits, aquatic products and meat for the group’s farm produce retail system./.
(HBO) - The Farmers' Association of Hoa Binh province and the provincial Post Office have coordinated to organise a workshop to support farming households in selling their agricultural products on e-commerce platforms.

The workshop aimed to connect farming households with e-commerce platforms to promote their products, expand markets and encourage consumption of farm produce. It also helped prevent goods redundancy at harvest time, stabilise prices and promote the development of the digital agricultural economy.
 
The workshop approved a draft plan to support connecting farming households with e-commerce platforms to promote the development of the digital agricultural economy in the province for 2021-2025 period.
 
Accordingly, the Farmers Association and the provincial Post Office, in coordination with related agencies, will carry out the implementation based on their functions and tasks. They will focus on assisting farming households to produce products with good quality, popularizing State’s mechanisms, policies and laws on supporting farming households on e-commerce platforms, promoting the development of the digital agricultural economy. The coordination in the implementation of policies and programmes on digital transformation in agriculture will also be included.
 
Participants at the workshop discussed and contributed ideas to effectively assist farming households in selling their products on e-commerce platforms. In the near future, the two units will coordinate with three e-commerce platforms including Postmart.vn (Vietnam Post Corporation); Voso.vn (Viettel Post Corporation) and Sendo.vn (FPT Corporation).
 
Previously, the provincial Farmers’ Association had organized courses on how to use the software on the management of its staff and members for its chapters at districts.
 
The trainees were guided to practice how to access the software system and use the software's functions including managing the organisation system of the association, officials, members, farmers, entering a new profile and declaration of changes. Thereby, it helps to make the management of the association more convenient and effective./.
